A rent relief program to help pay back rent and utilities to help landlords and tenants facing financial hardship is anticipated within the next month. North Dakota received funds through the Omnibus or last December Stimulus bill to help with rent relief. These are funds are intended to help renters affected by COVID and stabilize financials for landlords.

Eviction Moratorium extended

| Dear Executive Directors, On January 29, 2021, the Centers for Disease Control and Prevention (CDC) issued an Order extending the eviction moratorium to March 31, 2021. The updated Order is available here. The Order continues to ban evictions for certain renters under Section 361 of the Public Health Service Act (42 U.S.C. § 264) and 42 CFR § 70.2. As described in the Order, tenants qualifying as a “Covered Person” cannot be evicted for nonpayment of rent when a declaration under the penalty of perjury is provided to their landlord. Residents who previously submitted a declaration should not be asked to resubmit and should have continued protections until March 31, 2021. Much of the content of the original September 4, 2020 Order has been incorporated into the updated Order. In addition to extending the effective period of the September 4, 2020 Order, the updated Order also includes newly available modeling projections and observational data from COVID-19 incidence comparisons across states that have implemented and lifted eviction moratoria, which demonstrates the ongoing public health rationale for the extension. The Order also now applies to American Samoa because cases of COVID-19 have now been reported there. The Order does not relieve the tenants’ obligation to pay rent, and tenants must continue to comply with terms under the lease. Nothing in the updated Order precludes the landlords from charging or collecting fees, penalties, or interest as a result of the tenants’ inability to pay rent on a timely basis. Evictions unrelated to nonpayment of rent can still take place. Any State, local, Tribal, or territorial area with a moratorium on residential evictions that provides the same or greater level of public health protection can supersede the updated CDC Order. To the extent any provision of the Order conflicts with prior Orders, the updated Order is controlling. Thank you for all your efforts to promote housing stability during these unprecedented times. GPHA office closed Feb. 3
Great Plains Housing Authority will close all offices on Wednesday, February 3 for training. The office will not be open or answering calls that day. GPHA will resume normal operations on Thursday, February 4.

| The Centers for Medicare and Medicaid Services (CMS) issued its final approval of the 1915i state plan amendment on January 15, 2021. The Department of Human Services plans to have the program available for Medicaid members who qualify by February 16, 2021. These new home and community-based behavioral health services support eligible individuals to overcome barriers in their social and physical environments. Individuals, youth or adult, enrolled in Medicaid or Medicaid expansion with an addiction, mental illness, or brain injury may qualify. |

You may qualify for a reduction on your 2021 real estate taxes if:
1) You are 65 years old or will be during 2021 or permanently disabled.
2) You live in your own home.
3) Your income from all sources may not exceed $42,000
(after medical expenses).
4) Your assets may not exceed $500,000 including the value of your home.
Renters may also qualify for a refund from the State Tax Department if your income from all sources is $42,000 or less and you are 65 or will be during 2021 or permanently disabled. If you have any questions please contact the State Tax Department at 1-800-638-2901.

“A program created during the COVID-19 pandemic to help those who may be struggling to pay their rent will continue to aid North Dakota residents into 2021.
The COVID-19 Emergency Rent Bridge program will continue to accept applications for those who may need help in the new year.
Leaders with the program said more than 1,400 households across 30 counties have been helped since the program began in May of 2020. So far the program had provided $2.9 million in rental assistance payments to those in need.”
